The temporary declaration of ceasefire in the armed struggle issued by Comrade Sonu in the name of Central Committee spokesperson Comrade Abhay is only Sonu’s personal opinion, not a party decision.

Dear People,

The BJP government at the Center has long been drawing up and implementing plans to wipe out the revolutionary movement. Since January 2024, under the name Operation Kagaar, it has been carrying out large-scale military offensives aimed at eliminating the leadership, the cadres, and even the people themselves.

In March 2025, some democratic intellectuals formed a Peace Dialogue Committee and proposed that peace talks should be held between the government and the Maoist Party. In response to that proposal, the Central Committee clarified the situation and declared that talks could be held in a peaceful atmosphere—if combing operations and massacres were stopped, and the construction of new camps was halted.

But the central government, without any let-up, has continued military offensives, spilling rivers of blood. The Union Home Minister has repeatedly and arrogantly proclaimed that by March 2026 he will eliminate the Maoist Party. Meanwhile, in Telangana and Andhra states, people and mass organizations have agitated to stop the atrocities of Operation Kagaar. Across the country, many intellectuals, organizations, and prominent personalities have appealed for an end to this war campaign. Meetings have also been held on this issue in some other states. All the remaining political parties, too, carried out widespread protests demanding an end to Operation Kagaar. Yet, the BJP leadership—driven by fascist ideology, in violation of the Constitution and of law—keeps announcing its determination to push ahead with the annihilation program.

In this course, attacks intensified. On May 21, an assault was carried out on the team of the Party’s General Secretary. The General Secretary, along with 28 comrades, were martyred. In the incidents of June, July, August, and September, Central Committee members Uday alias Gajarla Ravi, Modem Balakrishna, Parvesh Soren (Jharkhand), too were martyred. State Committee members Gautam, Bhaskar, Aruna, Jagan alias Pandanna, Pandu alias Chandrahas and others laid down their lives. A few more District Committee and Area Committee members have also been martyred. In these circumstances, some State Committee members and lower-level committee members, due to health problems, have surrendered with the permission of the Party.

Although there have been protests across the country demanding an end to Operation Kagaar, the BJP—driven by an anti-people, violent agenda—continues this campaign of killings. On top of that, BJP leaders are publicly declaring that they will not negotiate with the Maoists and are demanding that they lay down arms and surrender. While on one hand they claim “we will not negotiate,” on the other they continue a spree of killings — and yet one of the central committee members, Comrade Sonu, has inexplicably asked us for a month’s time while announcing that he is suspending the armed struggle.

He has said he needs a month to consult long-standing party leaders and activists in various places and has requested that party committee members send their opinions to the email address he gave. There is no sense in announcing something this important in that manner. If someone wants to leave the armed movement and work within the mainstream legally, that decision should be discussed and approved within the party committee. If he had submitted his views through party channels, he would have received responses to his questions. Instead, by publicly declaring such a major step, he has sown confusion within party ranks and in the revolutionary camp. His method of proceeding will not help the movement; it will harm it.

No responsible party anywhere today resolves such decisions by posting them openly on the internet. A party that is secretive, committed to centralized democratic principles, and facing harsh repression would not have its responsible members act like this. From top to bottom in the party, people are deeply concerned about the problem I am facing. No one wants to cause unnecessary loss. Therefore, this issue cannot be solved by public announcements. One must understand that such losses are happening amid a terrible campaign of repression. A solution to this problem may not be found immediately. In 2024, implementing the circular issued by the Politburo is the immediate duty.

The world has understood by now that what is happening in Palestine today is a massacre. This means levels of repression have risen globally. Such approaches damage the movement and bring no benefit whatsoever. This is not an official party announcement. The revolutionary camp and all other political parties need not treat this as an official statement. There is no need for confusion because of this announcement. Struggles against the fascist, anti-people policies of the BJP must be intensified.
