São Paulo Declaration
Final Statement of the Palestinian Alternative Revolutionary Path Movement Conference – São Paulo
March / April 2026
In light of the ongoing genocidal war against our Palestinian people throughout occupied Palestine, and the escalating U.S.–Zionist aggression against the Lebanese people and the Islamic Republic of Iran, alongside the targeting of the peoples of our Arab and Islamic nation and the forces of liberation in West Asia, Latin America, and the Global South, the conference of the Palestinian Alternative Revolutionary Path Movement (Masar Badil) convened over three days in the city of São Paulo, Brazil, including a commemoration of the 50th Palestinian Land Day, with the participation of the movement’s cadres and organizations from various continents.
This conference comes at a decisive historical moment, in which the imperialist-Zionist assault on our peoples is intensifying, while at the same time the arenas of popular resistance and confrontation are expanding. The struggle with the Zionist enemy and its allies is entering a new phase that requires political clarity, revolutionary escalation, and more deeply rooted and widespread organization.
First: On the nature of the current stage and the struggle
The conference affirms that the current stage necessitates an escalation of the organized revolutionary struggle against the Zionist entity, which serves as an advanced base for Western settler colonialism, and against the global imperialist system led by the United States of America, which is the primary and greatest enemy of our peoples and of all humanity, and is responsible for the continuation of aggression, siege, plunder, and the perpetuation of systems of dependency and oppression in our region and the world.
The conference further sees that the unity of arenas and fields of struggle and resistance, from Palestine to Lebanon, Yemen, Iraq and Iran, and from West Asia to Cuba, Venezuela, and throughout Latin America and Africa, reflects the international character of the struggle and confirms that the battle for Palestine is an inseparable part of the struggle of peoples against colonialism, imperialism, and Zionism.
Second: The role of the Palestinian and Arab people in exile
The conference emphasizes that Palestinian and Arab masses in exile and shatat constitute a fundamental pillar in the struggle for liberation and return, and a material and political force that cannot be marginalized or ignored. Accordingly, the current phase requires mobilizing and developing the role of the Arab and international popular base of the resistance as a central and influential component of the Palestinian and Arab liberation project, through expanding popular participation and building frameworks capable of transforming mass energies into organized revolutionary action.
The conference also affirms that the right of return for Palestinian refugees is not a symbolic slogan, but the core of the Palestinian liberation project and a cornerstone of revolutionary struggle until the liberation of all of Palestine, from the river to the sea.
Accordingly, we call on supporters of Palestine everywhere to support and reinforce the steadfastness and struggle of Palestinian refugees in the camps of Lebanon, Syria, and Jordan, and inside occupied Palestine, and to consider this task a conscious revolutionary alignment with the popular classes and their rights, as they represent the majority of the impoverished Palestinian people and those with the greatest stake in revolution and liberation from Zionism and imperialism.
Third: Confronting repression, criminalization and racism
The conference condemns the escalation of repressive and racist policies in Western countries targeting supporters of the resistance, including Palestinian and Arab activists and solidarity movements with Palestine, particularly in universities, academic institutions, and media in the United States, Canada, Europe, and elsewhere. It is no coincidence that the racist Canadian government issued, on March 30, a new decision to “dissolve the Samidoun Palestinian Prisoner Solidarity Network,” an organization already designated as a so-called “terrorist organization” in Canada and the United States and banned in Germany. Nor is it coincidental that this decision coincides with the Zionist Knesset’s move to legalize the execution of Palestinian prisoners in Zionist prisons.
Our conference affirms the necessity of confronting these policies through:
- Building unified popular struggle frameworks in the arenas of diaspora and exile
- Expanding popular, political, media, legal, and other forms of confrontation and resistance
- Defending the right to organize and engage in political and solidarity work
- Exposing the repressive and racist character of the Western system supporting the Zionist enemy
Fourth: Reports of organizations to the conference
The conference heard political and organizational reports from frameworks and militant networks affiliated with the Masar Badil movement, including Nidal – Seattle, the Al-Ahrar Network, the Tariq al-Tahrir Student and Youth Network, Samidoun Palestinian Prisoner Solidarity Network, Alkarama Palestinian Women’s Movement, Students for Palestinian Equality and Return (SUPER), and others.
These reports affirmed the escalation of popular confrontation with the imperialist and Zionist enemy, the expansion of international solidarity, the growing presence of the Palestinian Alternative Revolutionary Path Movement (Masar Badil) across continents, and the increasing popular awareness of the Palestinian cause and the amplification voice of the Palestinian people and their resistance in various fields of struggle.
Fifth: Tasks of the phase and program of work for 2026–2027
Based on this analysis, the Masar Badil conference in São Paulo declares its commitment to the following tasks:
- Escalating all forms of resistance and struggle against the Zionist occupation and supporting resistance forces in Palestine, Lebanon, Yemen, Iraq, Iran and across the region, as the advanced line of defense for our peoples. In this spirit, we salute the resistance in southern Lebanon, the Bekaa, and the southern suburbs of Beirut, which fights with exceptional courage against the Zionist occupation army, inflicting heavy losses and preventing it by force from advancing and occupying southern Lebanon.
- Expanding organizational and mass work among Palestinian, Arab, and Muslim communities in Brazil and across Latin America, and strengthening the presence of the Palestinian cause as part of a comprehensive international struggle. We call on Arab students and youth in the continent to fully engage in revolutionary work against the Zionist movement and to strengthen their ties of struggle with progressive revolutionary forces fighting imperialism.
- Continuing struggle and popular campaigns to break the ongoing “Israeli”-American siege on the Palestinian people in the Gaza Strip, to halt daily Zionist aggression in the occupied West Bank, and to expose racist policies and laws imposed by the occupation against Palestinians inside the territories occupied since 1948 – a comprehensive rejection of the Zionist genocidal project throughout Palestine.
- Confronting all forms of normalization and dependency, exposing regimes complicit in aggression against our peoples, and considering normalization a betrayal of the Palestinian cause and the broader Arab and international liberation struggle.
- Defending political freedoms and the rights of activists and freedom fighters, and confronting attempts to criminalize resistance forces and solidarity movements with Palestine.
- Strengthening coordination and cooperation with liberation forces throughout Latin America and the world, and working to build a broad international front against imperialism, Zionism, racism, and exploitation.
- Boycotting the Zionist entity “Israel,” its institutions and supporters everywhere, and working to hold its leaders accountable before international courts as war criminals.
Sixth: Struggle campaigns adopted by the conference
The conference announces the launch and adoption of a set of international struggle campaigns, including:
- Continuing the global popular campaign to expel the U.S. military and security presence from the Arab world, West Asia, and the Global South, demanding the withdrawal of foreign military bases from our peoples’ lands. It will also work to end the activities of “Israeli” security companies in Brazil, boycotting them, and demanding the cancellation of contracts with them, especially the companies Hagana and Yamam.
- Supporting the international campaign to boycott and prosecute the “Israeli” company Mekorot, exposing its role in stealing Palestinian water resources and its attempts to infiltrate water and energy projects in various countries, especially in Latin America.
- Expanding campaigns against Zionist arms companies such as Elbit Systems and other corporations that market death and war, particularly U.S., Canadian, and European companies collaborating with the occupation army and its military and security institutions.
- Liberating Palestinian, Lebanese, and Arab prisoners from Zionist prisons, and launching an international campaign to free Palestinian, Arab, and international prisoners detained for their support of Palestine in Western, U.S. and other prisons.
Conclusion
The São Paulo conference affirms that our Palestinian people, together with the free people of the world and revolutionary forces in Brazil and South America, will continue on the path of liberation and return without retreat or compromise. The sacrifices of the martyrs, the steadfastness of the prisoners, and the will of the resistance will shape the coming phase and the path to liberation, not Washington, Tel Aviv, or the capitals complicit with the occupation.
As the aggression against our peoples intensifies, the resistance grows stronger, the equations of struggle change, and the balance of power shifts in favor of the struggling peoples.
Finally, the Masar Badil movement extends special comradely greetings to its supporters and comrades in Brazil who ensured the success of the conference, and salutes all progressive and revolutionary Brazilian forces and those across the continent who participated in the conference and declared their support for the struggle of the Palestinian people for the liberation of Palestine from the river to the sea.
Victory belongs to the peoples who struggle.
Liberation is inevitable, no matter how long it takes or how great the sacrifices.
Glory to the martyrs, freedom for the prisoners, and victory to the resistance.
