After World War III, which began with the Iraq intervention in 1991, the Middle East and the world are being reshaped. The Russia-Ukraine war is experienced as the last stage of it. The Kurdish people, at the center of the war, are experiencing the most burning effects of World War III. Accordingly, it is vital for the Kurds to act with geostrategic thinking. Such chaotic processes, designed to create new structures and balances that reveal historic opportunities, have strategic importance while offering great historic opportunities for oppressed peoples and revolutionary movements. These are processes in which revolutionary forces can achieve important gains if they act in the same prepared and organized manner as the hegemonic forces. Especially for the Kurds.
To be aware that we are a people gripped by genocide
The physical annihilation (Red Massacre) and assimilation (White Massacre) that were the basis for the establishment of the Turkish state are now carried out side by side. The green fascism of the AKP, the black fascism of the MHP, the white fascism of the CHP-Ergenekon form a national alliance against the Kurds and pursue a policy of genocide. The green-black fascism of the “People’s League” formed by the AKP-MHP and the white fascism of the “Alliance of Nations” formed by the CHP and other parties have merged with black fascism turned to the Kurdish genocide with the same mentality. This black fascism dominates in Turkey. Although they look different in color, they are essentially the same. The similarities: hostility towards Kurds, denial, annihilation and genocidal fascist mentality. The Kurds have no expectations of these two anti-Kurdish power blocs. At this time, when the green fascism of the AKP-MHP is in power, the policy of genocide against the Kurdish unity is being implemented in the most brutal way, which no government has done in the past. The Turkish genocidal system, which wants to conquer and annex other parts of Kurdistan, is developing the most all-out attacks in history. They commit war crimes in front of the whole world every day use chemical weapons and expand their occupation, murdering our freedom fighters and patriotic people. For this reason, it has become inevitable to wage the people’s revolutionary war, which is the only remedy, in an intensified manner.
However, despite all the warnings from the Chairman, Kurdish society still has problems in understanding and coping with the seriousness of the situation at this level and national unity cannot be achieved. The term genocide expresses serious and great dangers. It emphasizes the danger of a people’s material and moral annihilation. There are genocidal attacks in Kurdistan that go well beyond the genocidal practices defined in international law. They aim to evacuate Kurdistan by alienating them from their Kurdishness and to liquidate the Kurds as a people, using devshirme (assimilated Kurds who enter the service of the assimilators) and gang members transferred from other regions. This is what is currently happening in Rojava Kurdistan, Afrin and Serêkanîyê. Kurds are being deterritorialized and liquidated. The ten thousand year old lands and national values of the Kurds are being invaded and plundered. That’s how bad the situation is. From this reality arises the urgency and necessity of revolutionary people’s war. For example, we cannot protect the Rojava revolution, which took place with tens of thousands of dead and war wounded, and the democratic system of North-East Syria without a revolutionary people’s war. Neither America nor Russia will protect our revolution. To expect capitalist and imperialist parties to defend a social system of democratic content and socialist ideology is contrary to the truth, it would be like entrusting one’s existence and freedom to someone else. Likewise, the salaried army cannot and should not defend Rojava. Only the voluntary and patriotic people’s army can defend the social system of Rojava and North-East Syria, in which all peoples who own their land, their values and their democratic self-government will participate voluntarily and who will wage the revolutionary people’s war. In other words, the fate of the Rojava Revolution also depends on the People’s Revolutionary War.
It is necessary to examine and keep on the agenda the concept of genocide that has been realized under the name “rainfall plan”. The Turkish state intends to occupy new territories in the region and expand its borders by exploiting WW3 with a neo-Ottoman understanding by Erdogan/AKP. It also wants to be a hegemonic power in the Middle East. They have mobilized all of their resources as part of the “Crackdown Plan“ to liquidate Kurdish existence and resistance, which they see as an obstacle to it.
The colonialist Turkish state ended the dialogue process with the “plan of collapse” which was the continuation of the Eastern reform plan prepared in 2014 and entered a major war process against the Kurds. The process referred to as the “solving process” was never a true solving process. It was a process developed as part of the state’s plan to liquidate our movement and when it failed, the enemy reverted to their original agenda with a genocidal style of warfare.
The “Rainfall Plan” was prepared by the Undersecretariat for Public Order and Security in September 2014, approved in the NSC in October 2014, a simulation test was conducted by the General Staff Department of Strategy Plans, and the Departmental Directorate of Strategy was approved by the AKP Government Department of Strategy and came into effect on July 24, 2015. This war plan is an updated but much more dangerous genocidal plan that clearly expresses massacre and is linked to the eastern reform plan. “Rainfall Schedule” is the genocidal plan of the 21st century that we must keep on the agenda and discuss. It is a concept of annihilation that every patriotic Kurd should understand and approach accordingly. This plan is not limited to Bakur (Northern Kurdistan), but is a plan that includes the Kurdish presence in the world and in four parts and aims at the military occupation of three parts except Rojhilat (Eastern Kurdistan). The isolation of Imrali, the attacks on the HDP, the use of their families, trustees, mass arrests, rapes, special warfare policies such as prostitution drugs, continuous air and ground strikes against the guerrillas, the occupation of Rojava and other special warfare practices that all developed in accordance with the collapse plan.
According to the “Precipitation Plan”, parts of which we reflect, cities in Kurdistan are being destroyed and burned, tens of thousands of people are being massacred, millions are being driven from their lands. The constitution, the law, human rights and freedom of the press were suspended and state armed forces were given the power to use all manner of massacres, heavy weapons of war such as tanks, cannons, helicopters and airplanes, and assurances of no prosecution. This plan was implemented in Bakur in 2015 during Davutoğlu’s prime ministership and Erdoğan’s presidency. Kurdish cities like Cizre, Nusaybin and Sur were burned and destroyed, massacres and genocide were carried out. on the 24th In July 2015, the Turkish Republic (TR) launched the most extensive airstrikes in its history against the guerrillas. 2018 Afrin, 2019 Serêkanîyê and Girê Spî these invasions were carried out. The relevant part of the plan clearly shows the extent of the massacres to be carried out in the besieged Kurdish cities such as Nusaybin, Cizre, Şırnak and Sur, where self-government has been proclaimed and is to be carried out.

The plan, which has been adapted to this day as a copy of the “Oriental Reform Plan”, regulated what type of cultural genocide should be used after the physical massacre. The destruction of Kurdistan, the irreversible mass exodus of the Kurds, the assimilation of children provide for the maintenance of a permanent state of emergency in the region. Assimilation, genocide and a state of emergency have become routine in Kurdistan.

As part of this plan, the usurpation of HDP communities, the arrest of co-mayors and the looting of their properties by trustees developed.
“From now on, there will never be an internal threat again. The organization’s advantages in the judiciary, the constitutional rights bestowed on them by the Constitution, and the armor of protection have made the terrorist support party more advantageous than those on the mountain. This treacherous mob, targeting the unity and integrity of our state and nation, has reached the level of threatening the integrity of our country by engaging in all kinds of juggling by using the state’s resources against our state. It is necessary to give priority to the gradual liquidation of the Party cadres, whose expansion the terrorist organization is known to be expanding, and the communities they control. The colonial Turkish state declared a mobilization with all its means to liquidate all political, social, cultural, artistic, economic, associations, parties, organizations, institutions and facilities of the Kurds, which it declared “enemy”. The ban on the Kurdish trustees, the changing of Kurdish names, the closure of women’s and cultural and art associations, and bans on concerts are all part of this genocidal plan. Also, the legal democratic parties like the HDP, which the fascist Erdogan and Bahçeli attack every time by targeting them as “slaves of a terrorist organization”, also base themselves on the crackdown plan.
“All of our personnel in operations in the region should remember that all institutions of our state are in full mobilization until the terrorist organization and its supporting party break their backs. It should be known that all necessary logistical support, equipment and legal obstacles on the occasion of this mobilization will be removed immediately and expeditiously, and it should be known that this should not distract management units in the operation, and action should be convenient.” (rainfall plan)
The Genocide “Knockdown Plan” is a special war plan and has been prepared on two axes. In the first part of the plan, social and political measures were defined. It includes the liquidation of democratic institutions such as municipalities, municipal councils, parties, associations, cultural and artistic institutions and the press, the latter militarily involves the elimination of the guerrilla, militia, self-defense, domestic and foreign armed forces and the central headquarters of the resistance forces, or bringing them to a level they cannot coordinate, the destruction of PKK leaders and cadres through assassinations. Following the example of the Sri Lankan Tamils, the Kurdish resistance was to be completely destroyed in both the political and military fields, the Kurds prevented from gaining status and Kurdistan annexed under the name “buffer zone”. The occupation of Rojava and Başur Kurdistan takes place within this framework.

The “Crackdown Plan” also targets the occupation and genocide in Rojava-Kurdistan. The liquidation of the Rojava revolution, which the Turkish state defines as a “terror corridor” , the elimination of the Kurdish gains, etc. This section, aimed at the active deployment of IS gangs and the occupation of Rojava and Northeast Syria, has started with the implementation of the occupations started.“It is in our state interest to meet frequently with certain Kurdish figures, political leaders and opinion leaders in Syria, give them a mission, guide them, bring them together with regional powers and create unions and alliances between them. To reduce the influence and scope of action of the separatist organization among the Syrian Kurds, to eliminate them if possible, to bring them to a politically passive line, to encourage it and to offer any kind of material and moral support in this regard; Any kind of material and moral support should be offered immediately to the tribal leaders and opinion leaders in the region, in order for the Kurds to wage an armed struggle with the Sunni Arab nationalists against the regime.”
Part of his plan concerns the special war media missions, which will play an important role in the genocide and assimilation activities. The private war media has been given the task of using all sorts of psychological warfare methods, such as: B:

What we need to understand is that we are facing a genocidal plan that envisions our annihilation as a people and as a nation. The situation is so clear and precise. Our enemy is brutal and immoral. Brutality has no value for humanity. Our enemy has prepared a nefarious plan of destruction. On the name: “The Rainfall Plan.” The enemy, who is very ruthless and experienced in genocide, massacre and looting, wants to liquidate our leader, our movement and our freedom fighters first. If he succeeds, he plans to collapse us as a people historically, socially, politically, culturally, economically, organizationally, militarily and morally. They use all kinds of dirty and immoral means and methods for their genocide. So, what are we going to do? Do we remain spectators? Will we bow before our executioner like a sacrificial sheep? Shall we accept surrender and damnation? It’s a war of existence-non-existence, We’ll say it’s a war of honor and we’ll raise our heads at all costs. Of course, as fighters of the WAR OF HONOR, we will remember Şex Sait, Seyid Rıza, Alişer, Zarife, Rindêxan, Mazlum, Kemal, Zilan, Egit, in short, our fallen, our Chairman, who showed us all this, be proven worthy in resistance. Resistance brings honor and victory, and we will resist the bitter enemy.
In order to thwart the genocidal plan that involves our liquidation, we must first strengthen military self-defense and the guerrillas. Knowing that there will be no results until the enemy finishes off the guerrillas, they intensively attack the guerrilla areas. Therefore, joining the guerrilla and acting according to guerrilla warfare is very important. On the other hand, it is important that we carry out our activities in the fields of art, culture, sports, health, politics, social affairs, economy, ecology, women, youth, press, media and diplomacy in such a way that the plan is destroyed. Just as the colonial states have a genocidal plan, we must have a revolutionary plan. The agenda of all our work should be this revolutionary plan
The resistance of the self-government and the self-sacrificing actions of the cities that took place after 2015 blocked and crushed the plan. When the colonial state saw the resilience of the PKK and the Kurds through the resistance and actions, they realized that they could not implement the plan the way they wanted and would not get any results. Without this resistance, larger massacres would have been committed, as envisaged in the plan. It is necessary to show the plan of collapse to the owners of discourses like “Where did these trench warfare come from, they ended the peace process”. For this they indicated their power to wage war. But because they didn’t succeed, they had no choice but to go into liquidation. They deepen the war and make the occupation more comprehensive. They included the KDP in the war by making them a partner in this genocidal plan. Believing that with the liquidation of the PKK they would be left with Kurdistan, the Barzani family and the KDP oligarchy worked to the end in the service of the Turkish state. Just as the Turkish state is using the KDP for the Kurdish genocide, the KDP is using the Turkish state to liquidate other Kurdish structures, especially the PKK, which they see as a threat to themselves. Thus, the KDP plays a role as an ally, collaborator and agent of Turkish colonialism in eliminating the PKK and the free Kurds. It has become one of the main forces supporting the AKP-MHP government’s Kurdish genocidal policies. The KDP is also responsible for the isolation imposed on the Chairman. Despite the public exposure of the KDP, which finds itself in the greatest betrayal of the Kurds of the 21st century, criticism and warnings do not alter its current position, who support the Kurdish genocidal policy of the AKP-MHP government.
The precipitation plan has an international leg. The hegemonic powers like the USA, England, EU and Israel, which are waging the 3rd world war, offer the Turkish state every kind of support. Russia provides partial support based on its interests. Due to important concerns such as control of energy resources, the new energy route, security of Israel, blockade of Iran and domination of the global capitalist system, obligations have been imposed and agreements made on the Turkish state. The Turkish state receives support and acts on this basis. The USA, England, Germany, Israel, NATO are able to support Turkey, which they plan to use in the Middle East and the Caucasus, in relation to the Kurdish genocide.
The genocidal mentality of the Turkish state wants to dissolve everything that belongs to the Kurds and erase it from history. The Kurds achieved significant victories at great cost. They will continue to defend these achievements and pay the price for them. For her, giving up is out of the question. The agenda of the Turkish state is the agenda of the genocidal spirit of a century ago. The Kurds’ agenda is to perpetuate the values created by fifty years of struggle and gain their status.
Although the crackdown plan appears to only target the Kurds, it is a plan to collapse Turkish society and democracy. Hence the social corruption and collapse in Turkey. A society conditioned to war with everything will naturally rot, degenerate and dissolve. This situation is clearly being experienced in Turkey. Psychological, moral, social, economic, political collapse, the development of racism and fascism, the development of hostility towards Kurds and other nations is the policy of the AKP-MHP government. The AKP-MHP dictatorship oppresses and intimidates society, adapting it for war. Society can no longer deal with this situation. In this regard, Turkey’s democratic forces should develop an alliance and opposition to the AKP-MHP-Ergenekon war alliance and the Kurdish genocide policy. By resisting and fighting for fifty years, the Kurds have paid a heavy price to create themselves. They will protect their achievements and ensure their freedom in the same way. While the precipitation plan is in place, calls for peace and resolution mean nothing other than goodwill. Radical resistance is the only solution at this time when the genocidal plan is active in all its aspects. In these processes, where fascist oppression is at its peak, revolutionary forces can find their way only with revolutionary violence.
