ELN: Which Agenda?

The Peace Process with the National Liberation Army (ELN) is a political solution that advances against the current of the old counterinsurgency regime, from where the agents of the foreign strategy that seeks to keep Colombia submerged in the Perpetual War are sowing several obstacles.

In some very “special” circles it is said that the ELN does not have an Agenda, but that the Right does! As the “alliances” of the right wing with the current Government are relative; now, in the present context, their Agenda is what is being cooked up in meetings between Andrés Pastrana, Iván Duque, Álvaro Uribe, Federico Gutiérrez and others, where Ingrid Betancur is also emerging. It is said that it is to heat up the street and sabotage the governmental acts on the occasion of July 20, where the parade is contemplated, so that it will not be that, but a “deflation”. The million dollar question is… and how are the reserves going to participate or not participate in the “deflation”?

It is not that the ELN does not have an agenda, but that it does not coincide with that of the Right, nor with that of the Government. The ELN’s Agenda is Peace with social justice, where the Participation of Society is definitive in order to build a better democracy.

The Government’s Agenda with the ELN, as has already been announced in part, is not one of peace, but of a complex and at the same time simplistic framework. It is known that there are collective recommendations by Eduardo Pizarro, Rafael Pardo, Juan Camilo Restrepo and Moisés Wasserman, which aim at denying any space for political dialogue in a peace scenario to the ELN, the strategy is: “nothing for the process with the ELN”.

The strategy is simplistic in that it resumes in a modified form the old strategy of the Consolidation Phase of Uribe’s times, and the Military Doctrine of the Sword of Honor Plan, even if it is not mentioned. The aim is to impose a territorial ceasefire, to take away space from the ELN, and in this process, to put “with everything” the State institutions such as the SENA and others, as well as mayors’ and governors’ offices.

In the background, the old counterinsurgency doctrine of “taking the water from the fish” is brought back, that is, to destroy the social fabric, the social organizations; and this is where it becomes complex, since the old strategy of annihilating the guerrilla is emerging.

There is talk that what is being sought is to agree on ceasefires in some regions, while in others they will seek to exterminate the ELN, is the information that is circulating and circulating. What can we think about the ELN?

I still owe you the issue of the “illegal economies”, that will be another time. But I will tell you in advance, if the ELN itself is illegal, how can it finance itself legally? Will the banks make us a loan? The ELN is a good payer, unlike others who do not pay their debts, especially social debts.
