Communities of Michoacan indigenous as of August 30, 2024.
The Supreme Indigenous Council of Michoacan #CSIM constituted by civil, communal and traditional authorities of 70 indigenous communities, through the present, on the International Day of the Victims of Enforced Disappearance, which is not a day of commemoration, but of struggle, we jointly declare the following:
Mexico is experiencing a human rights crisis, it is the country of disappearances, officially there are more than 115,570 missing persons (National Register of Missing and Unaccounted Persons 30/Aug/24), the Mexican Republic is the country of injustice and impunity, starting with the government institutions that are historically responsible for enforced disappearances, including the Mexican Army and the Security Forces (Final Report of the Mechanism for Truth and Historical Clarification).
In this context, in the so–called “dirty war” against social fighters and political opponents, in 1974, seven fellow inhabitants of the indigenous peoples, José de Jesés Guzman Jiménez, and their children Amafer, Armando, Solon Adenauer and Venustiano Guzman Cruz, as well as José Luis Cruz Flores, all originally from the community of Tarjero, as well as Rafael Chavez Rosas from the community of Caltzontzin and Doroteo Santiago Ramirez from the Normal Basque Rural de Quiroga de Tiripetio, were arrested, tortured and disappeared.
The forced disappearances of the Guzman Cruz family, were denounced before local, state, federal and international authorities, for half a century this p’urhépecha family, has fought against memorylessness, impunity and injustice, currently the case is in the Inter–American Commission on Human Rights #IACHR, where they presented the case in October 2006, was declared admissible in July 2013, the final hearings were held in July 2017, but to date, the substantive opinion is still awaiting.
Therefore, by agreement of the General Assembly of Civil, Municipal and Traditional Authorities that make up the #CSIM, today we hold the Day of Struggle for Memory, Truth and Justice for the Disappeared P’urhépecha, taking 6 federal roads:
1) Cheran–Zamora Road in Acachuén.
2) Cheran–Uruapan Road in Orange.
3) Morelia–Lazaro Cardenas Highway in Taretan.
4) Morelia–Zacapu Road in Santa Fe de la Laguna.
5) Patzcuaro–Uruapan Road in San Juan Tumbio.
6) Uruapan–Los Reyes Road in Nuevo Zirosto.
We demand that the IACHR issue the substantive opinion in the case of the Guzman Cruz family; that the judgment of the Trial of Amparo 565/2018-I of the Ninth District Court in the case of Comrade Rosendo Radilla Pacheco be fully complied with and that the Secretary of National Defense open her files on the dirty war.
We demand a working table with the Governor of the entity, every time the Government of Michoacan lies, discriminates and does not solve the problems of indigenous peoples, maintaining multiple outstanding issues in the areas of security, education, public works, justice, health and transport.
