K’eri Kunkorhekua Iretecheri, the Supreme Indigenous Council of Michoacán , Free and Autonomous Council of the Original Peoples of Michoacán, independent of governments, political parties and religious orders, General Assembly Indigenous Authorities of 65 original communities, in exercise of the right to protest and in a communal and consensual decision, today we took peacefully and within our ancestral territories, four federal highways in Michoacán in Defense of the Forests, Water and Mother Earth, as well as in demand of respect for the Collective Rights of the Original Peoples.

Roads blocked by comuneras and comuneros:

1.- Cheran-Zamora highway at the height of Huáncito.
2.- Pátzcuaro-Uruapan highway at San Juan Tumbio.
3.- Paracho-Uruapan highway at Paracho.
4.- Morelia-Lázaro Cárdenas Highway at the height of Caltzontzin.

Statement of the Problem and Statement of Petition:

1.- The native peoples and communities are historically essential and silent guardians of the forests, water cycles and biodiversity, in this context, we demand that the Federal and State Government deliver 500,000 pine plants for social reforestation, that is, replanting without receiving any remuneration, since in the last 3 years the has planted 1,300,000 pine plants in indigenous communities. We publicly denounce that for this year, CONAFOR argues that it “has no budget”, nor will it provide a single pine plant for social reforestation.

2. – In the Congress of the State of Michoacán, in recent years, 10 bills have been presented that directly affect the collective rights of indigenous communities, none of which have been consulted in a free, prior, informed and culturally appropriate manner, since they have been elaborated in a paternalistic and unilateral manner, we demand that the 75th Legislature of Michoacán consult in an appropriate and binding manner with the indigenous communities and that it legislatively recognize the Rondas Comunales, which are historical, legitimate and legal security systems of the native peoples, as well as the collective right of the encargaturas del orden to have self-government and access to the direct budget. No more discrimination against the native communities.

3. – The National Institute of Indigenous Peoples of Michoacán (INPI), despite the official discourse, has become a bureaucratic obstacle for indigenous communities to obtain their self-government, since as a requirement to access the direct budget, they request a certificate of recognition as an indigenous community, in this sense, The INPI Michoacán has not delivered this certificate to the Community of Ocumicho for two months, so we continue to demand the Federal Government to stop overlapping corrupt officials who do not do their job by action, omission or inefficiency such as Celerino Felipe Cruz, who continues to hinder the autonomous communities. We categorically demand that the INPI stop obstructing the autonomy of the indigenous communities of Michoacán and that it really helps to protect the collective rights of the indigenous peoples.
