Senior Hamas officials said an agreement reached with “Israel” includes provisions addressing the group’s weapons and a gradual withdrawal of Israeli occupation forces from the Gaza Strip, as discussions continue over the implementation of the second phase of the Gaza ceasefire plan.
A senior Hamas official told AFP that “an agreement has been reached regarding the issue of weapons,” adding that a separate understanding had been reached concerning “a gradual withdrawal of (Israeli forces)” from the Strip.
The statements come as mediators continue efforts to advance the next phase of the ceasefire framework presented under US President Donald Trump’s Gaza plan.
Cairo to host mediator meeting on second phase
Egyptian state-linked Al-Qahera News reported that Cairo is set to host a meeting “soon” involving Gaza ceasefire mediators, including Egypt, the United States, Qatar, and Turkiye.
The meeting is expected to focus on mechanisms for implementing the second phase of the Gaza ceasefire plan, a roadmap that Hamas and Palestinian factions have agreed to discuss.
The reported talks come amid ongoing efforts to finalize arrangements related to Israeli withdrawal, Gaza’s future administration, security mechanisms, and humanitarian issues.
Palestinian factions raise concerns over implementation
While Hamas officials said progress had been made, Palestinian factions stressed that the agreement’s implementation must include clear guarantees and obligations from “Israel”.
Palestinian Islamic Jihad (PIJ) political bureau member Ali Abu Shaheen told Al Mayadeen that the movement is committed to an agreement that serves Palestinian interests and preserves the gains achieved through resistance.
However, Abu Shaheen said the movement has reservations over the current formulation of the agreement, stating that reports of an agreement between the factions and Israel are “not accurate” in its current form.
He added that “Israel” had not complied with the provisions of the first phase and questioned its move toward the second phase without fulfilling previous commitments.
“The movement confirms that every step taken by the resistance must have a corresponding commitment from the occupation in Gaza,” Abu Shaheen said.
He also raised concerns over the weapons-related clause, saying that the current text does not clearly establish obligations requiring “Israel” to fully implement the agreement.
Hamas: Weapons storage to remain under Palestinian supervision
Hamas political bureau member and negotiating delegation representative Ghazi Hamad told Al Mayadeen that the movement discussed the agreement’s framework with various Palestinian factions.
Hamad said that weapons storage would be under the supervision of a Palestinian National Committee and would not be subject to Israeli control. He added that the agreement requires “Israel” to withdraw, reopen crossings, and halt assassinations, stressing that once approved, “Israel” would be obligated to implement all of its commitments without delay.
“If Israel does not abide by the agreement, we will not abide by it,” Hamad said.
PFLP says parties are in final stages of agreement
The Popular Front for the Liberation of Palestine said the parties are approaching the “final meters” of reaching an agreement that would end the war and allow reconstruction efforts to begin.
The PFLP stressed that continued pressure is necessary to ensure the agreement is implemented and to prevent Israel from backing away from its commitments.
The movement said the Palestinian people are engaged in a struggle to defend their existence, while calling for the full implementation of any ceasefire arrangement, the opening of crossings, and the delivery of humanitarian aid to Gaza.
As mediation efforts continue, the details of the agreement remain subject to further discussions between Palestinian factions and international mediators over implementation mechanisms and guarantees.
